Summary:The detailed study enriched with actual data is devoted to the developments of civil aviation in the Northeastern European part of Russia. The analysis covers the historical roots and actual specific problems concerning replacement and enlargement of the number of aircrafts, development of airport network (especially airfields and landing grounds for local aviation), regional air business, training of the staff. The analysis of financial resources shows that allocations from federal budget, regional and local budgets, grants of EU are used in order to reconstruct and maintain local airports, especially in Arkhangelsk. The accent is made on the situation in the Republic of Komi to illustrate the problem, complicating profitability of air business in the region. Particularly the article contains a proposal to consider a possibility to found an enterprise «Airports of the Republic of Komi» under the legal form of state enterprise. See the specific geographical characteristics of the region, the problem of criteria of the efficiency assessment of air transport activities is deemed to be considered through breakeven and social expedience rather than through profitability criterion Авторами сформулированы актуальные проблемы гражданской авиации европейского северо- востока России. Это в первую очередь обновление и пополнение парка воздушных судов, развитие сети аэропортов (в особенности аэродромов и авиаплощадок для местных воздушных линий), регионального авиабизнеса, формирование собственника, подготовка профессиональных кадров гражданской авиации. Отдельное внимание уделено положению дел в Республике Коми, рентабельности авиаперевозок в этом регионе. Ставится вопрос о переориентации критериев эффективности перевозочной деятельности в отдаленных районах страны с прибыльности на рентабельность и социально- экономическую целесообразность.
