Caught between a fear of creating dependency and being accused of neglecting its responsibilities, the Canadian government's response during the period 1900 to 1930 was confused and inconsistent in its attempts to reconcile commercial interests — particularly those of the Hudson's Bay Company — with concerns for sovereignty and Inuit welfare. Inuit voice — and observations of that voice — highlighted the necessity for the state's involvement and emphasized the role and impact of commercial ventures such as the HBC on public health. The “voice of presence” — an Inuit contribution to public health policy in Canada — should not go unrecognized.
