An actor in the Arcitc? The presence of the European Union in the High North

Arktyka stała się kluczowa dla stosunków międzynarodowych ze względu na jej znaczenie geograficzne, środowiskowe i energetyczne. Badanie to bada aktywność UE w regionie arktycznym, ponieważ UE dąży do bycia częścią zarządzania Arktyką. Jednak jego status „aktora arktycznego” nie może być brany za pewnik. UE jest nadal „podsystemem stosunków międzynarodowych”, jak potwierdzili Duke i Vanhoonacker (2005): jeśli UE chce osiągnąć swoje cele w Arktyce, należy ją postrzegać jako wiarygodną ochronę przez państwa arktyczne UE i EOG, oraz jako partner zewnętrznych podmiotów arktycznych. Według Bretherton i Vogler (2006) proponuję zbadać rolę UE w zarządzaniu Arktyką poprzez skupienie się na jej obecności, co oznacza zdolność do wpływania na zachowanie innych na podstawie samego istnienia. Analizując polityki arktyczne państw arktycznych UE i EOG, zmierzę znaczenie, jakie UE ma w polityce zainteresowanych stron na Arktyce i na forach arktycznych. Ustalenia sugerują, że Unia Europejska osiągnęła niski stopień obecności w zarządzaniu Arktyką, nawet wśród państw członkowskich The Arctic has become crucial for the international relations, because of its geographical, environmental and energy relevance. This research investigates the actorness of the EU in the Arctic region, as the EU aims for being part of the Arctic governance. Yet, its status of “Arctic actor” cannot be taken for granted. The EU is still a “subsystem of international relations”, as Duke and Vanhoonacker affirmed (2005): if the EU wants to achieve its objectives in the Arctic, it needs to be seen as a reliable cover by the EU and EEA Arctic States, and as a partner by the external Arctic actors. I propose to study the role of EU in the Arctic governance by focusing the presence, which means the capacity to influence the behaviour of the others in virtue of the mere existence, according to Bretherton and Vogler (2006). By analysing the Arctic policies of the EU and EEA Arctic States, I will measure the relevance the EU has in the Arctic Stakeholders’ policies and in the Arctic fora.
