Summary:Existing monitoring programmes have, in several cases, often started from projects with focus on process studies and also as a short-term activity. Thus, the present monitoring programmes are often limited in terms of distinguishing between the effects of natural climate variability from the human influenced change. The present report makes an attempt to draft a national programme for the monitoring of the environment where the effects of the climate change have been accounted for. The suggested monitoring programme is built over national monitoring programmes (e.g., EUs Framework Directive for Water and integrated management plans for Norwegian waters) and other ongoing monitoring programmes that include long-term data series. The proposed programme is divided into three geographical areas; Coastal, Ocean and Arctic with annual budgets for the extended monitoring of 4, 3.5 and 4 mill NOK, respectively.
