Ce texte retrace les premières propositions d’un parc de conservation au Saguenay, les implications citoyennes pour la protection de la population de bélugas (Delphinapterus leucas), les négociations intergouvernementales, les consultations publiques sur les limites du parc et l’adoption des lois miroirs menant à l’établissement du parc marin sur une superficie de 1245 km2, un territoire couvrant la plus grande partie du fjord du Saguenay et la moitié nord de l’estuaire du Saint-Laurent, entre Gros cap à l’Aigle et Les Escoumins. Ce qui apparaissait comme une utopie au début des années 1970 est devenu, 45 ans plus tard, une réalité bien tangible contribuant efficacement à la conservation d’une vaste zone marine fortement anthropisée, mais bénéficiant d’un appui toujours renouvelé des communautés locales et des instances politiques. The creation of the Saguenay–St. Lawrence Marine Park (Québec, Canada) was the result of a long and sometimes difficult process involving local communities and regional stakeholders, Aboriginal communities, and the governments of Québec and Canada. This paper describes the very first proposals for a conservation park in the Saguenay region; citizen involvement in the protection of the beluga whale (Delphinapterus leucas) population; inter-governmental negotiations; public consultations on the territorial limits of the park; and the adoption of mirror laws leading to the establishment of a marine park with a total area of 1245 km2. This park covers a large part of the Saguenay Fjord and the northern section of the St. Lawrence Estuary between Gros cap à l’Aigle and Les Escoumins.
