The mandate sets out the objectives for CFE: * Strengthen stability and security in Europe through the establishment of a stable and secure balance of conventional forces at lower levels; * Eliminate disparities prejudicial to stability and security; and * Eliminate the capability for launching surprise attack and for initiating large-scale offensive action. The mandate also calls for "an effective and strict verification regime" to include on-site inspections as a matter of right. The talks will cover the land territory of the participants in Europe from the Atlantic to the Urals (ATTU). 2) January 23. 27, 1989: Eastern Bloc Conventional Force Cuts Erich Honecker, the leader of the German Democratic Republic, announces future unilateral reductions in that nation's conventional forces and military budget.
