Possible alternatives were formulated and evaluated at study team meetings, from which a recommended plan was developed to provide the following: (1) construction of a fish barrier and in stream trap downstream of Townshend Lake, (2) modifying the current operation of flow releases at Ball Mountain Lake to provide a 25 foot pool from the end of the last weekend in April to June 1, (3) automating one of the gates to facilitate the maintenance of a 25 foot pool at Ball Mountain Lake, and (4) modifying the outlet structure at Townshend Lake by notching the weir and providing a splash pool at the foot of the outlet weir to allow for downstream passage of smolts. The total project cost is estimated at $1,285,000. This study recommends that the fish passage facilities presented in this report be approved.
