The author examines the problems connected with the presence of nuclear weapons in Ukraine and their impact on Russo-Ukrainian relations and European security. He analyzes the fears of both Russia and Ukraine, vis-a-vis each other, that have led to this situation and suggests ways out of the impasse for both states, and particularly for the United States.
