Adaptation of U.S. military strategy in SA leads to courses of action that promote nuclear deterrence; encourage rotational stationing in SA of small ground/air forces to assist with intelligence collection, security assistance, and drug interdiction efforts; in coordination with the OAS and signatories of the Rio Treaty, conduct combined planning for, and exercise of, capability to respond to regional threats of aggression; and seek economies and cooperation with SA in weapons development.
