Report considers the effect of solar zenith angle, atmospheric conditions, windspeed, spectral region, and direction of view on the sensitivity to small changes in chlorophyll concentration. A method of synthesizing the inherent spectral radiance signature of the ocean surface is developed and new measurements of the downwelling spectral irradiance at the ocean surface and the radiance of the zenith sky are presented. Also studied are reflectance characteristics of the ocean surface when wind-generated whitecaps, foam, and spray are present.
