This is explained by the local natural climatic features which are formed under the influence of the high mountainous ranges of Northern Tyan'-Shan'. The foothills are characterized by natural climatic conditions differing from the flat plains and are included in the region of high (vertical) zonation or belong to a separate series of near-mountain or foothill zoning. Therefore the foothill regions of southeastern Kazakhstan, situated in northern sector V of the road-climatic zone, must be considered in relation to the plains regions, as extra-zonal areas, as is assumed in the existing pattern of the road-climatic regioning of the USSR.
