On the basis of study of world-wide climates with reference in particular to variations in wind velocity and temperature, the OQMG established four clothing zones; tropical, temperate, cold and arctic. Clothing was designed to provide optimum protection for the average climatic conditions of each zone, and adequate protection for the worst conditions encountered. The tropical issue serves as the basic layer, and as far as possible, extra items are provided as additional protective layers for each colder zone.
