The development and utilization of oil and gas resources in the Arctic are in full swing, which has brought new opportunities for the growth of energy production in Arctic countries. Taking the Arctic countries as the starting point and adopting the literature combing method, this paper systematically studies the oil and gas resource exploration and development of Russia, the United States, Norway, Canada and other Arctic countries in the Arctic region. The spatial distribution characteristics of oil and gas resources to be discovered and discovered in the Arctic are analyzed by statistical analysis method. It is found that the spatial distribution of oil and gas resources in the Arctic is extremely uneven. With the breakthrough of oil and gas exploration technology and the gradual opening of the Arctic channel, Arctic countries have accelerated the process of oil and gas development activities in the Arctic. At present, oil and gas development activities in Arctic countries are mainly on land, and will gradually move towards the Arctic offshore in the future. As a non-Arctic country, China may try to actively export capital and related technologies to Russia, and then participate in the development process of oil and gas resources in the Arctic.
