In this context, the resource environment governance system has emerged as a theoretical innovation, important fulcrum, and practical requirement for building a community with a shared future in the Arctic. Based on this theory, China has actively participated in the construction of an Arctic community with a shared future as a stakeholder, developer of Arctic resources, and contributor to Arctic environmental protection. However, in this process, it also faces various challenges such as geopolitical issues, Arctic disputes, and its own shortcomings. It is necessary to create a close circle of China's "Arctic Blue Partnership", assist in forming an Arctic resource development model with the goal of "Arctic Ecological Environment Community", and promote the construction of China's Arctic legal system and international cooperation.
