According to the author’s opinion, it should not be open to all countries of Eurasia, but only for those who recognize the sovereignty, sovereign rights and jurisdiction of the Arctic states and have relevant experience in international cooperation in the region. It should be based on economic, sociocultural, scientific and environmental cooperation, as well as the interaction of security services and coastguards in order to prevent technological disasters and modern security challenges and threats. The partnership strengthens the possibilities for the peaceful resolution of all disputes in the Arctic on the basis of international law and bilateral agreements. The primacy in the Eurasian Arctic partnership should belong to the countries of the Arctic G8, primarily Russia. Taking into account the leading role of Russia in the integration processes in the Arctic space, the author draws attention to the increased amount of cargo transportation along the Northern Sea Route in recent years, the successful implementation of a number of large projects in the Arctic zone of the Russian Federation with a large number of international participants. A significant increase in the role of China, as well as other Asian states in the Arctic, is noted. According to the author, the Northern Sea Route, despite the existing shortcomings in its infrastructure, can serve as an Arctic vector for the countries of Greater Eurasia.
