Drawing on historical experience, revealing the potential of the territorial advantage of the Arctic power, Russia is implementing a strategy for the development of the Arctic, giving ever more importance to the social factor. The presented article emphasizes the need to focus on the human dimension. An approach is proposed for the development of a management model that includes the entire set of life processes in the Russian Arctic, taking into account the trend of the transregionalization of the Arctic region. New phenomena in the Arctic region caused by a systematic change in the model of the projection of the components of real force by the model of the distribution of the components of the technological force are analyzed. This is evidenced by the event agenda of the Russian Arctic, culminating in the introduction to the year-round operation of the Northern Sea Route, a transregional project, the concept of which was born 250 years ago. To determine the model specificity of life processes, the author considers basic environments — natural (climate change), civilizational (expanding urbanization and migration), as well as international (the impact of cooperation and the transition to a new security model).
