Для перехода от моноотраслевой сырьевой модели развития арктических территорий и портов к модели их высокотехнологичного развития на примере Уральского сектора Арктики предложены концепция размещения в Арктике производительных сил на базе инновационной инфраструктуры второго уровня А. Э. Юницкого, пространственная модель транспортной сети "Полярное кружево", а также идея создания "мобильных поселений" на ее основе
