Summary:Problem-oriented analysis of the status and prospects of vocational education development of the Murmansk region in the concept of the Arctic sustainable development has been worked out. It has been shown that establishing the pivotal university on the basis of the Murmansk State Technical University is the most effective model for formation of the regional vocational training system and meets the priorities of the state Arctic and the national marine policy of the Russian Federation, the goals and objectives of sustainable socio-economic development of the Murmansk region. The necessity to provide the intellectual leadership of the region where just the higher engineering education creates human potential (capital) has been substantiated; it has been pointed out that engineering education is the basis of innovative development of the Arctic economy
