MODERNIZATION OF THE SOCIAL CONTRACT IN UKRAINE IN THE CONTEXT OF EUROPEAN INTEGRATION

The article substantiates the necessity of improving the social contract in Ukraine as an instrument of effective interaction of state authorities and the public due to modern threats of Ukrainian independence and national security, European Integration process, obligatoriness of the social needs’ optimization and establishmentvalues ofcivil society.Article includes information about social contract theory and factors that have influenced on its forming. Approaches of social contract interpretation and the main conditions of establishment principles of legal power andsociety were considered in the article. Outlined the limits of responsibility of the authorities, business and civil society on the way of successful implementation of the Strategy of Sustainable Development of Ukraine.On the example of Iceland experience of creation of the constitutional bases of development and direct participation of society in this process is analysed. It is emphasized that the renewed social contract should be aimed at ensuring national security, strengthening statehood, sustainable development and disclosure of human potential. У статті обґрунтовано необхідність модернізації суспільного договору в Україні як інструмента ефективної взаємодії державної влади та громадськості, зважаючи на сучасні виклики та загрози національній безпеці, необхідність оптимізації суспільних благ, євроінтеграційний вектор розвитку та утвердження цінностей громадянського суспільства. Здійснено аналіз теорії суспільного договору та визначено чинники, що вплинули на її формування. Розглянуто підходи до трактування суті суспільного договору, визначено умови утвердження принципів правової держави та громадянського суспільства, окреслено межі відповідальності влади, бізнесу та громадянського суспільства на шляху успішної реалізації Стратегії сталого розвитку України. На прикладі Ісландії проаналізовано досвід створення конституційних засад розвитку і прямої участі суспільства в цьому процесі. Акцентовано, що оновлений суспільний договір повинен спрямовуватись на забезпечення національної безпеки, зміцнення державності, сталий розвиток та розкриття людського потенціалу.
