Along with their traditional rival in the East - the Safavid state, during this period, the Ottomans had to fight with the Russian Empire to strengthen in the Caucasus. As in the past, in the 1720-30s, the Ottoman state, continued the policy of strengthening local Muslim possessions and turning them into its reliance in the fight against its rivals. Among the created state formations, the Sheki possession, the Tsakhur (Ilisu) sultanate and the Jar-Tala societies that existed in the north-west of Azerbaijan are of particular importance. The Ottomans, taking this circumstance into account, paid specific attention to these possessions. Meanwhile, while local rulers in the current situation mostly acted on the basis of the interests of protecting their own security. Along with this, the northwestern possessions of Azerbaijan in their foreign policy orientation aimed towards the Ottoman state, which was explained by their religious community. The presented article contains a link to sources of research on the place and role of the northwestern lands of Azerbaijan in theCaucasian policy of the Ottoman state in the 1720-30s. Araştırmakta olduğumuz dönem Osmanlı Devleti’nin Kafkasya siyasetinde özel bir aşamayı oluşturmaktadır. Bu dönemde Osmanlı Devleti Kafkasya’da güçlenme konusunda Doğu’da geleneksel rakibi Safevi evleti dışında Rusya İmparatorluğu ile de mücadele etmek zorunda kaldı. Osmanlı Devleti, önceki dönemlerde olduğu gibi, 1720-1730’lu yıllarda da rakipleri ile mücadelede yerli Müslüman yönetimleri güçlendirerek onlara güvenme siyasetini sürdürdü. Söz konusu yerel yönetimler arasında Azerbaycan’ın kuzeybatısında bulunan Sahur (İlisu) Sultanlığı, Şeki Hâkimliği ve Car-Tala Cemaatlikleri bölgesel ağırlığa sahipti.
