Summary:This is a Final Environmental Impact Statement (EIS) regarding the proposed lease of 25 million acres (a maximum of 4,366 blocks) of Outer Continental Shelf lands offshore of Cape Cod and Nantucket Island, Massachusetts. This volume contains a description of the proposal as well as a description of the area's environment. The lease offering is scheduled for April, 1984. Alternatives evaluated in this document include a delay of the lease offering, cancelling the lease offering (no action), and eight block deletion alternatives. All blocks studied pose some degree of risk to the environment if developed. Mitigating measures, which may reduce the risk, have been identified.
