A cultural resource survey of the project tract will be necessary to begin implementation of the draft "Historic and Archaeological Resources Protection Plan" (HARP), and to comply with Sections 106 and 110 of the National Historic Preservation Act (NHPA), Department of Defense Directive No. 4710.1 (June 21,1984), the Archaeological Resources Protection Act (ARPA), Navy OPNAV 5090.1A "Environmental and Natural Resources Protection Manual," NAVY SECNAV Inst. 4000.35, and other pertinent regulations. The Naval Weapons Station (NWS), Charleston, is comprised of three sections: (1) the Weapons Station-9184 acres; (2) the Polaris Missile Facility U.S. Atlantic Fleet Area (POMFLANT)-5185 acres; and (3) the South Annex-964 acres (Figures 2-5). The purposes of this research design are to present sufficient archival research to provide reviewers with information of the types of cultural resources that may exist within the project area and to present a program to field test models stratifying the property into zones of varying potential for archaeological resources. This program identifies 2000 acres of high potential area for intensive archaeological survey; a reconnaissance level archeological survey is proposed for the remaining approximately 8000 undisturbed acres within the NWS. Archival research included a review of the South Carolina State Site Files located at the South Carolina Institute of Archaeology and Anthropology (SCIAA), University of South Carolina; the list of National Register of Historic Places (NRHP) properties located at the State Historic Preservation Office (SHPO); the general plat index located at the South Carolina Archives and History; and historic maps of the project area. Six previously identified archaeological sites (38BK247, 38BK248, 38BK1071, 38BK1269, 38BK1270, 38BK1271) are located within the project area. None of these sites have previously been evaluated for NRHP eligibility. No previously identified NRHP properties are located within the project area.
