Summary:<!--!introduction!--> To what extent tectonic activity is revealed in electromagnetic fields, emanations of soil gases, acoustic-gravity waves, crust fluid dynamics, atmospheric electricity, etc. - still remains unsolved problem of geophysics. Fundamental shortcomings of searches for earthquake prediction methods are lack of complexity, gap between theory and observations, and absence of models that would predict magnitude of possible effects. Correct theoretical analysis of possible mechanisms would make it possible to close physically unrealizable areas of research. The opportunity to make a leap in solving these problems exists due to experimental facilities of Kamchatka geodynamic test site. Kamchatka peninsula is among most seismically active regions. In terms of breadth and complexity of geophysical observations the Kamchatka Polygon has no equal in the world.
