A management action plan to develop a memorandum of introduction to Native American tribes, from south central Texas, emphasizing the desire to maintain an information conduit. The memorandum will explain that Randolph completed an archeological survey with negative findings of Native American traditional religious or of cultural importance. The memorandum will recognize the unique government-to-government relationship that exists between the federal government and tribes; it will be respectful of tribal sovereignty, and be sensitive to the concerns and needs of the Indian tribe.
