Строительные блоки для формирования новой концепции освоения Севера и Арктики это теория размещения производительных сил советской освоенческой школы, феномен инновационного поиска, подробно описанный в американской школе фронтира и локализованной платформы (полюса роста), раскрытого в концепции эндогенного экономического роста. Все эти блоки переоткрываются в новом освоении во имя соответствия инновационному императиву. Например, если раньше речь шла о базах преимущественно как о центрах материального производства, то сейчас необходимо говорить и о базах центрах производства знания. Исследования природы нового освоения на материалах нефтепромышленного развития Ненецкого автономного округа в 1990 2010е гг. позволяют определить базисные черты: корпоративизация (ТНКдоминирование) мобильная инфраструктура в виде вахтовых поселений и сезонных (зимниковых) трасс внедрение технологических, организационных и институциональных новшеств в результате реализации особой арктической версии тройной спирали . : The building blocks for the formation of a new theory of the Northern development are the theory of location of productive forces from the Soviet development school, the phenomenon of innovative search, described in details in the American school of frontier and localized platform (growth pole) disclosed in the concept of endogenous economic growth. All these blocks are rediscovered in the theory of new Northern development to comply with the innovative imperative. For example, if earlier it was a question of bases mainly as centers of material production, now it is necessary to talk about bases centers of knowledge production for the Northern development.The studies of the nature of the new Northern development on the materials of the oil industry development of the Nenets Autonomous District in the 1990 2010s allow us to determine the basic features: corporativization (TNCdominance) mobile infrastructure in the form of rotational settlements and seasonal (winter) trails introduction of technological, organizational and institutional innovations as a result of the implementation of a special Arctic version of the triple helix. : №2 (2019)
