Инновационный потенциал развития промышленности в регионах Крайнего Севера и Арктики используется недостаточно, поэтому исследование тенденций и проблем инновационного промышленного развития является актуальным. При этом цель исследования состоит в изучении тенденций такого развития в каждом регионе по отдельным видам промышленной деятельности. В работе рассмотрены теоретические аспекты влияния изменения уровня фондоотдачи промышленного производства на рост валового регионального продукта (ВРП) и производительность труда с использованием понятий инвестиционно-инновационного левериджа и коэффициента, характеризующего уровень технологичности производства. Показано, что промышленность в любом регионе в зависимости от вектора изменения уровней материалоёмкости и фондоотдачи производства может развиваться в четырех направлениях: инновационно-эффективном, инновационно-неэффективном, неинновационно-эффективном и в неинновационном и неэффективном. Приведены результаты анализа инновационного развития отдельных видов промышленной деятельности в каждом регионе Крайнего Севера и Арктики за период 2005–2015 гг. По трём видам промышленной деятельности для каждого из семи регионов Крайнего Севера и Арктики за период 2005–2015 гг. представлены результаты расчётов уровня фондоотдачи производства. На этой основе с использованием рассчитанных значений коэффициента технологичности производства определены тенденции развития регионов в каждом из двух пятилетий и в целом за десятилетний период. Определены требования к технике и технологии производства : Innovative potential of industrial development in the regions of the Far North and the Arctic is underutilized, so the research of tendencies and problems of innovative industrial development is relevant. The aim of the study is to examine trends of such development in each region for certain types of industrial activities. The article deals with theoretical aspects of the impact of changes in the level of capital productivity of industrial production gross regional product (GRP) and labor productivity in terms of investment and innovation leverage and the coefficient characterizing the level of technological production. It is shown that the industry in any region depending on the direction of changes of levels of material and capital productivity of production can develop in four areas: innovative-efficient, innovation-inefficient, not innovative-efficient and not innovative and inefficient. The results of the analysis of innovation development of certain industrial activities in each region of the Far North and Arctic period 2005–2015. On three types of industrial activities for each of the seven regions of the Far North and the Arctic for the period 2005–2015 the results of calculations of the level of capital productivity of production are presented. On this basis, using the calculated values of the coefficient of technological production tendencies of the regional development in each of the two five-year periods and generally over the ten year period. There are identified requirements for engineering and production technology for each industrial activity, the implementation of which in the future will allow to provide innovative-efficient development in each region. : №5 (2018)
