There are using the example of 8 regions: The Kaliningrad region, the Republic of Crimea, the Kamchatka Territory, the Republic of Kalmykia, the Altai Territory and the Altai Republic, the Murmansk Region, the Krasnodar Territory, and the North Caucasian District are considered. It was revealed that a modern economic scheme of autonomy for the development of regions, an improved tender system with the promotion of new RES capacities, and expert capital have been implemented. The policy of forming a potential labor market for renewable energy sources in the Russian Federation has not been sufficiently developed, the possibilities of the industry in the energy system as a whole, the assessment of ecosystem services of various types of renewable energy sources on the territory of the Russian Federation, compliance with the interests of various groups of stakeholders, the possibility of implementing methods of replacing renewable energy sources, and not positioning the industry as an additional tool.
