Хозяйственное освоение арктических регионов тесно связано с их природно-географическими факторами, которые обуславливают специфический потенциал развития этих территорий. В частности развитие промышленности требует использования логистического потенциала, позволяющего осуществлять связь со старо-освоенными регионами, а также потребителями продукции из других стран. Это затрагивает, в первую очередь, добывающие предприятия и предприятия первичной переработки природных ресурсов. В статье предлагается экономико-математическая модель, позволяющая синхронизировать реализацию проектов использования логистического потенциала региона с эффективными проектами добычи природных ресурсов. Для решения поставленной задачи разработан алгоритм и приведен прозрачный численный пример. Предложенный подход является открытым, т. е. допускает включение других видов потенциалов региона, рассмотрение предприятий разных отраслей, реализацию различных проектов использования потенциалов региона. При этом предложенный механизм поиска эффективного набора хозяйственных проектов и проектов использования потенциала региона не потребует изменения. : The economic development of the Arctic regions is closely linked to their natural and geographical factors, which determine the specific development potential of these territories. In particular, the development of industry requires the use of the logistical potential to enable communication with old-developed regions as well as with consumers of products from other countries. This affects, in the first place, extractive industries and enterprises of primary processing of natural resources. The article proposes an economic-mathematical model that allows synchronizing the implementation of projects for the use of the region's logistics potential with efficient projects for the extraction of natural resources. To solve the task, an algorithm is developed, and a transparent numerical example is given. The proposed approach is open, i.e., it allows inclusion of other types of regional potentials, consideration of enterprises of different industries, implementation of various projects for the use of regional potentials. Meanwhile, the mechanism of searching for the effective set of economic projects and projects of regional potential usage would not require any changes.
