В условиях современных реалий важность стратегического положения Европейского северо-востока РФ порождает конфликт между различными отраслями — пользователями территории. Исторически сложилось, что Европейский север обеспечивал экономическое развитие страны благодаря богатейшему природно-ресурсному потенциалу, в частности, минерально-сырьевым и лесным ресурсам. Географическое положение в высоких широтах, выход в акватории морей Северного Ледовитого океана и низкая плотность населения явились важным аргументом в пользу размещения здесь баз военно-промышленного комплекса. Главным антагонизмом всем преимуществам социально-экономического развития территории является то, что ее экосистемы характеризуются высокой степенью уязвимости и низким потенциалом восстановления. Ассимиляционный потенциал экосистем в значительной степени нарушен вследствие развития априори опасных видов антропогенной деятельности в совокупности с естественными природными предпосылками. Важным условием сохранения чувствительной к антропогенным воздействиям природы Европейского северо-востока РФ является разработка современной стратегии экологической безопасности, учитывающей прогрессивные направления рационального природопользования и Устойчивого развития, и одновременно обеспечивающей возможности дальнейшего социально-экономического и военно-промышленного освоения региона для нужд страны. К ведущим принципам обеспечения экологической безопасности следует отнести: «загрязнитель платит»; комплексность использования сырья; использование наилучшей из доступных технологий; предотвращение загрязнения; недопущение «экспорта загрязнения». : In the conditions of modern realities, the importance of the strategic position of the European North-East of the Russian Federation generates a conflict between various industries-users of the territory. Historically, the European North has ensured the economic development of the country due to its rich natural resource potential, in particular, mineral and forest resources. The geographical location in high latitudes, access to the waters of the Arctic Ocean seas and low population density were an important argument in favor of placing militaryindustrial complex bases here. The main antagonism to all the advantages of the socio-economic development of the territory is that its ecosystems are characterized by a high degree of vulnerability and low recovery potential. The assimilation potential of ecosystems is largely disrupted due to the development of a priori dangerous types of anthropogenic activities in combination with natural environmental prerequisites. An important condition for preserving the nature of the European North-East of the Russian Federation sensitive to anthropogenic influences is the development of a modern environmental safety strategy that takes into account progressive guidelines of rational nature management and sustainable development, and at the same time provides some opportunities for further socio-economic and military-industrial development of the region for the needs of the country. The leading principles of ensuring environmental safety include: “the polluter pays”; the complexity of the use of raw materials; the use of the best available technologies; prevention of pollution; exclusion of “export of pollution”.
