Данная работа представляет собой изучение теоретических основ формирования научно-образовательного кластера, анализ методов, применяющихся для оценки его влияния на развитие региона и разработка инструмента оценки эффективности научно-образовательного кластера на примере Арктической зоны РФ. Задачи, которые решались в ходе исследования: 1. Изучение сущности понятия кластер, его ключевых типов и факторов формирования. 2. Анализ методов идентификации и подходов к формированию кластеров. 3. Разработка стратегической карты инновационного развития региона и ключевых показателей инновационного развития. 4. Разработка методики оценки эффективности научно-образовательных кластеров. 5. Анализ научно-образовательных учреждений, реализующих образовательные программы и научно-исследовательские работы, способствующих освоению регионов Арктической зоны. 6. Исследование проблем и перспектив расширения научно-образовательных кластеров для освоения арктического региона. 7. Разработка рекомендаций по развитию сотрудничества научных институтов и образовательных организаций на территории Санкт-Петербурга. : This work is a study of the theoretical foundations of the formation of a scientific and educational cluster, an analysis of the methods used to assess its impact on the development of the region and the development of a tool for assessing the effectiveness of a scientific and educational cluster using the example of the Arctic zone of the Russian Federation. Tasks that were solved during the study: 1. The study of the essence of the concept of a cluster, its key types and formation factors. 2. Analysis of identification methods and approaches to cluster formation. 3. Development of a strategic map of innovative development of the region and key indicators of innovative development. 4. Development of a methodology for assessing the effectiveness of scientific and educational clusters. 5. Analysis of scientific and educational institutions that implement educational programs and research work that contribute to the development of the regions of the Arctic zone. 6. A study of the problems and prospects of expanding scientific and educational clusters for the development of the Arctic region. 7. Development of recommendations for the development of cooperation between scientific institutes and educational organizations in the territory of St. Petersburg.
