This paper explores an interim accountability regime during the negotiations of these final agreements. The accountability regime will need to reconcile notions of First Nations self-governance to indigenize accountability both within and across First Nations. The Federal Government of Canada can foster First Nations governance with the implementation of the Kelowna Accord and by working collaboratively with First Nations governments to identify an appropriate interim accountability regime through Outcome Management.
