Téma ochrany obyvatelstva se v souvislosti se zvyšujícími riziky, přírodního nebo antropogenního typu, současné společnosti neustále vyvíjí. Hlavní pozornost je věnována zmírnění následků rizik a hrozeb, jež nás obklopují. Ke zmírnění následků mohou napomoci i samotní občané. Ochrana života a zdraví by měla patřit k základním lidským dovednostem a na přípravu obyvatelstva je kladen čím dál větší důraz. Obyvatelé by měli mít základní vědomosti jak se správně zachovat při vzniku mimořádné události nebo krizové situace, a v případě potřeby by měli být schopni pomoci sami sobě, svým blízkým, rodinám, sousedům, ale i dalším potřebným a přitom zbytečně neriskovat svůj vlastní život. Teoretická část práce je věnována popisu historie problematiky ochrany obyvatelstva až po současnost, obsahuje přehled legislativních i nelegislativních předpisů, v kterých je tématika ochrany obyvatelstva obsažena, věnuje se popisu základních pojmů a popisu současného stavu realizace preventivně výchovné činnosti HZS ČR u dané cílové skupiny v rámci problematiky ,,Ochrany člověka za běžných rizik a mimořádných událostí" v České republice a informování obyvatelstva při mimořádné události. Dále bude teoretická část krátce zaměřena na realizaci této problematiky v zahraničí. Praktická část práce je zaměřena na zhodnocení úrovně znalostí cílové skupiny v oblasti ochrany obyvatelstva. Pro zhodnocení znalostí je využit jednoduchý anonymní dotazník zaměřený na laickou veřejnost. Výsledky od respondentů jsou shrnuty a graficky vyhodnoceny. Kromě dotazníkového šetření je provedena SWOT analýza současného stavu znalostí a systému realizace preventivně výchovné činnosti u osob starších 18 let. Na základě výsledků z dotazníkového šetření a SWOT analýzy budou navrženy další možné způsoby zlepšení informovanosti cílové skupiny obyvatelstva. Cílem práce je vytvořit materiál pro dospělou populaci v oblasti preventivně výchovné činnosti zpracovaný na základě dostupných informací a literatury. In the contemporary society, the area of population protection has been continuously developing in line with growing risks, both of the natural and anthropogenic origin. The main attention is paid to mitigating the effects of the surrounding risks and threats. Every single citizen can give a hand to reduce the consequences. Life and health protection should be one of the basic skills of people; population preparation is receiving greater and greater emphasis. The inhabitants should have basic knowledge how to properly behave in the case of emergency or a crisis situation, and they should be able to help themselves, their relatives, families, neighbours, as well as others in the need of assistance, while they would not unnecessarily risk their own lives. The theoretical part of the thesis is dedicated to a description of population protection history until these days. It presents an overview of legal and other regulations covering the topic of population protection, introduces basic notions, and describes the current state of the preventive educational activities implemented by the Fire Rescue Service of the Czech Republic in the particular target group within the topic "Protection of people under common risks and in emergency situations in the Czech Republic", and informing the population during emergency situations. Moreover, the theoretical part is also focused on implementation of these policies abroad. In the practical part of the thesis, the emphasis is given to an evaluation of the knowledge level in the area of population protection in the target group. A simple anonymous questionnaire aimed at the lay public is used to rate the knowledge. The results from respondents are summarized and graphically represented. Next to the questionnaire survey, a SWOT analysis of the current state of knowledge and the system of implementation of preventive educational activities in people 18+ is presented. Further possibilities of improved informing the target audience are suggested based on the results of the survey and the SWOT analysis. The objective is to write a guidebook for the adult population in the area of preventive educational activities based on available information and literature.
