| Summary: | Abstrakt Diplomová práce je věnována problematice krizové připravenosti policistů zařazených v jednotlivých službách Krajského ředitelství policie Plzeňského kraje. Cílem je získání ucelené představy o stavu připravenosti policie na řešení této problematiky, a to z pohledu samotných policistů, kteří sami plní úkoly policie v případě mimořádných událostí. Zabývá se jejich pohledem na samotnou přípravu ke zvládání těchto úkolů, jejich materiální, technickou vybaveností, teoretickou i praktickou přípravou na zvládání krizových situací. V první teoretické části je představena Policie České republiky, její základní organizační členění, vymezeny některé základní pojmy krizové připravenosti. Dále předkládáme zákony dané úkoly policie, včetně povinností a oprávnění policistů v souvislosti s problematikou příprava a řešení mimořádných událostí a krizových situací. Představujeme i dílčí možnosti systému vzdělávání začínajících policistů v podobě základní odborné přípravy policistů, služební přípravy v rámci výkonu povolání, dalšího vzdělávání policistů již zařazených k základním útvarům policie i některé další možné formy zvyšování odborných kvalifikačních předpokladů ke zdárnému zvládání krizových situací. Ve druhé části se diplomová práce zabývá empirickým výzkumem v podobě praktického dotazníkového šetření v řadách policistů Krajského ředitelství policie Plzeňského kraje, následnou sumarizací, vyhodnocením a analýzou získaných responzí a názorů, a to popisným způsobem, s vyjádřením absolutních četností všech získaných odpovědí. V diskuzi je zpracováno vzájemné porovnání výsledků odpovědí dotazníkového šetření s poznatky získanými z odborné literatury, platné legislativy České republiky, interních aktů řízení Policie České republiky a dalších zdrojů. Výsledky jsou prezentovány popisnou formou, zejména v otázkách týkajících se subjektivních pocitů jednotlivých policistů, jejich návrhů na možné zlepšení samotné přípravy ke zvládání daných úkolů. V závěru diplomové práce jsou shrnuty námi získané informace a předloženy vyvozené obecné závěry z provedeného výzkumu a šetření, a na jejich základě jsou navrhnuta možná doporučení pro další praxi v závislosti na zobecněných názorech jednotlivých respondentů. Abstract The diploma thesis deals with the issue of emergency preparedness of the policemen assigned to their duties within the Regional Directorate of the Police of Pilsen Region. The aim is to get a comprehensive idea of the progress in preparedness of the Police for addressing this issue as seen by the policemen who fulfil the tasks of the Police in case of extraordinary events. The thesis concentrates on their views of preparation for dealing with such tasks, their material and technical equipment, and on their theoretical and practical drills in managing emergency situations. In the first, theoretical section, the Police of the Czech Republic and their basic organizational division are introduced and some of the fundamental terms of emergency preparedness are defined. The thesis also lists the laws governing the tasks of the Police and the duties and authorities policemen are vested in connection with the issue of preparation for and solution of extraordinary events and emergency situations. It also provides the options of the education system for newcomers in the form of professional training, preparation for service within their career, further education of the policemen already assigned to the basic units of the Police, as well as some other potential forms of qualification improvement for successful management of emergency situations. In the second section, the diploma thesis deals with an empirical research in the form of a questionnaire completed by the policemen of the Regional Directorate of the Police of Pilsen Region, subsequent summarization, evaluation and analysis of the responses and views obtained, using the descriptive method and expressing the absolute numbers of all responses. The discussion provides a comparison of the results of the questionnaire research responses with the knowledge obtained from the professional literature, applicable legislation of the Czech Republic, internal management files of the Police of the Czech Republic, and other sources. The results are presented in a descriptive form, especially in the issues concerning the subjective feelings of the policemen and their suggestions for improvement in preparation for coping with the tasks they have to face. In the conclusion, the diploma thesis summarizes the information collected, presents the general conclusions derived from the research and investigations and takes them as a basis for recommendations for further practice in dependence on the generalized views of the individual respondents.
