В статье дан краткий очерк возможностей применения новых транспортных средств в российской Арктике, в том числе в рамках государственных программ по освоению Арктической зоны России, и изложено авторское видение военного аспекта контроля над данным регионом. Circumpolar territories are the subject of territorial claims and strategic interests of the various states (in addition to the above, the Arctic is also an area of their economic activity and, under today’s aggravation of the international situation, the military one). It asks for attention to both international legal regulation of circumpolar zones and some of the most dangerous natural cryogenic processes in permafrost. The subject matter of the second part of my article is transport and juridical aspects of Russia’s activity in Arctic. Using legal and political analysis and system approach, I have shown legal fundamentals and practical prospectives for application of WIG and heavy amphibious aircrafts in Russian Arctic for both civilian and military purposes. I also see fit to build up Russia’s nuclear presence in Arctic and circumpolar region (including leveraging new types of high-speed vehicles as delivery ones) for retaining control over this area. I conclude that ‘Development Strategy of the Russian Arctic and National Security for the Period up to 2020’ is sufficient legal basis for the strengthening and development of security and defense capability of Russian Arctic and subarctic regions.
