В начале XXI в. практика международного сотрудничества в регионе Арктики показала становление в Арктике региона мировой политики. Международно-политическая ситуация вокруг региона Арктики исследована с помощью мирополитического подхода, применяемого для выявления идей, концепций и стратегий международных объединений, арктических государств и общественных организаций. Анализ управленческих инициатив, касающихся региона Арктики, показывает различные варианты включения Арктической зоны Российской Федерации в политику интегративного процесса: а) на глобальном уровне при росте значения концепции интегративной морской политики и закрепления стандартов на основе лучших практик и лучших технологий возрастает роль приграничных прибрежных зон; б) на региональном уровне управленческие инициативы защиты и охраны окружающей среды Арктики требуют от Российской Федерации усилий по гармонизации принципов успешной экономической интеграции стран Азиатско-Тихоокеанского экономического сотрудничества и модели институционально правовой компетенции стран Европейского Союза; в) на национальном уровне процесс принятия решений при взаимодействии государства, крупных компаний, местных властей и общественности требуют учета интереса населения прибрежных зон Арктики. At the beginning of the XXIth century the practician of the international cooperation in the region of the Arctic showed formation in the Arctic of the region of world politics. The article investigates the international and political situation round the region of the Arctic by means of the world political approach applied to identification of ideas, concepts and strategy of the international associations, the Arctic states and public organizations. The analysis of the administrative initiatives concerning the region of the Arctic, shows various options of inclusion of the Arctic zone of the Russian Federation in policy of integrative process: a) at global level with a growth of value of the concept of integrative sea policy and fixing of standards on the basis of the best the practician and the best technologies increases a role of border coastal zones; b) at regional level administrative initiatives of protection and environmental protection of the Arctic demand from the Russian Federation of efforts on harmonization of the principles of successful economic integration of the countries of the Asia-Pacific economic cooperation and model institutionally legal competence of the countries of the European Union; c) at national level decision-making process at interaction of the state, the large companies, local authorities and the public demand the accounting of interest of the population of coastal zones of the Arctic.
