В его мемуарах рассматриваются основные направления и проблемы дальневосточной политики России, возможности их решения дипломатическими, экономическими и военными способами. In his memoirs, V.N. Kokovtsov (Minister of Finance from 1904 to 1914, except the period from 1905 to 1906) and Chair of the Russian Council of Ministers (1911-1914) looks into the main vector and problems of the Russian policy in the Far East in the beginning of the XX century as well as into their solution by economic, diplomatic and military means. The author stresses the role of economic development of the region, construction of railway network and defense facilities to ensure security that corresponded to Russia's geopolitical objectives and provided the access to the World Ocean. In his memoirs a number of aspects of the Far Eastern policy are touched upon: the Russo-Japanese War, the conclusion of the Treaty of Portsmouth, the enhancement of defense facilities of Vladivostok, the construction of the Amur Railway, some aspects of diplomatic controversies. V.N. Kokovtsov pays attention to the conflict of interests between China, Japan and Russia in Asia and mentions the difficulties in getting the balance right. The rising differences with Japan resulted in the War of 1904-1905. V.N. Kokovtsov reveals the specifics of Russian Government's financial support of the military activity in 1904-1905 and the use of foreign loans by the Government. In his memoirs the divisions between the military and civil ministries over financial, military, technical and transport issues are showed. The author emphasizes the special role of the Ministry of Finance in organizing military supplies via the Chinese Railway at the time. V.N. Kokovtsov stresses that, according to the agreement with China, the on the part of the Ministry was especially important. The author considers the consequences of the Russian Fleet's defeat in the Tsushima Battle and of the Portsmouth talks. V.N. Kokovtsov considers the role of Emperor Nicholas II in all financial and military issues to be decisive. He emphasizes that the terms of the peace treaty were defined by Nicholas II who sought not to downgrade Russia's role and refused to comply with Japan's requests to pay war indemnity offering a number of territorial concessions instead, namely the southern part of Sakhalin. The influence of the country' s domestic stability on the war is also demonstrated in the paper. The author sees the special role of the Ministry of Finance in maintaining stability in the world finance market and the stability of the state budget. It helped to decrease social tensions in the country. The author stresses Russian foreign policy persistence in accomplishing its geopolitical goals and broadening the Empire's borders without getting much involved in conflicts. This led not only to keeping the territories but also to further territorial expansion, namely, the establishment of the Russian protectorate over Tuva in 1914.
