В статье рассматривается сущность, акторы и причины осуществления преэмптивной войны как геополитической технологии. Рассматриваются основные элементы структуры преэмптивной войны и ее основные типы: «горячая» и «холодная» преэмптивная война. In the article are examined the essence, actors and reasons for the realization of preemptive war as geopolitical technology, as well as the basic elements of the structure of preemptive war and its basic types, hot and cold preemptive war. The author stresses that the preemptive war differs from preventive one, i.e. from the armed aggression which is carried out for liquidation of generated and obvious threat. The preemptive war technology consists of three elements: 1) regime change; 2) nation building; 3) remaking the country. This kind of war puts the purpose of the long-term or even of the eternal fastening of the resources of the certain country or of some concrete region as a whole for the global corporations and the states of gold billion. The author guesses that the preemptive war presents, first of all, a technology of resource repartition of the world and is encouraged, mainly, with global corporations. This technology allows to assign the resources of the whole enormous regions (the Big Near East, Asian-Pacific region, Arctic regions and Antarctic, etc.) to a few concrete actors.
