In order to do so, it is important to discuss the current state of affairs as well as developments and trends in this field in terms of a number of factors including the institutional arrangements of preparedness systems across states in the High North. In this report we have invited scholars and analysts from Norway, Russia, Iceland and Greenland (Denmark) to present the institutional arrangement of their respective country’s preparedness systems, to reflect on differences and similarities between these various preparedness systems, and to comment on the potential and challenges for bilateral and multilateral cooperation in maritime preparedness in the High North. The aim of this report is to lay the foundation for a constructive debate concerning the role of different national institutional arrangements for cooperation in maritime preparedness in the High North.
