The economic development has not reached the same speed in Northeast China as in many other provinces. That is why the China People´s Congress reached the decision which made the revitalization of Northeast China among high priorities in next 5 years (2006–2010) period of economic development in China. The aim of this study is to investigate business opportunities in Liaoning province. The key issues presented in this study are: 1) Overview on Liaoning (administration and economy of Liaoning, industrial advantages, international trade, and future outlook of Liaoning, 2) business opportunities (descriptions of local business companies; on-going and future business projects in which Finnish companies could cooperate and attend. The data of 186 projects in Liaoning have been collected from Liaoning local government. These projects cover most economic and industrial sectors. Basing on strong Finnish know-how and expertise, seven industrial sectors have been selected for closer investigation in this report: (1) forest, wood and paper industry; (2) arctic building; (3) IT; (4) heat and energy; (5) agricultural and food industries; (6) biotechnology; and (7) environmental technology. For this report 47 Liaoning local companies in the area of the above mentioned sectors have been selected and grouped as potential candidates for business partnership cooperation with Finnish companies. The findings show significant business opportunities for Finnish companies in Liaoning. All seven industrial sectors
