Summary:It seems to me that the Spanish discussion paper is strongest on details inherent in the Spanish situation but weaker on the more general context of short-term work. I will therefore approach the statements and comments from a more general perspective to start with, in order to search for fruitful explanations, and then move on to issues of transferability from the perspective of Iceland and lastly I will again focus closer on issues of the Spanish paper in the section on discussion.
