| Summary: | Who would have thought that every single one of the major international agencies set up with such hope in the 1950s and 1960s to manage fisheries on North Atlantic fish populations would have been found, by 2000, to have totally failed in their mandate. This series of reports presenting the output of the first two-year phase of the Sea Around Us project, presents a detailed and solid case for this spectacular and depressing failure. Two questions immediately arise. Why did this happen? What can we do in future? A search for causes raises many further questions.
