The uneven spatial and temporal rainfall distribution, in combination with the varying total population leads to important changes in regional and seasonal water availability. Moreover, as water demand from agriculture and tourism is concentrated during summer, the situation becomes more complex. A conflict regarding water rights and use between stakeholder groups has been present with varying intensity over time. The development of the conflict is related to the steady tourism growth, loss of natural ecosystems and decrease in agricultural activity along the past decades. Public participation in water management, although limited, is regulated by law. Less than a third of the Balearic Water Council representative’s composition includes the agricultural water users, holders of water supply from municipalities, communities of water users and a representative of existing environmental groups.
