The need for a global international waters assessment Globally, people are becoming increasingly aware of the degradation of the world’s water bodies. Disasters from floods and droughts, frequently reported in the media, are considered to be linked with ongoing global climate change (IPCC 2001), accidents involving large ships pollute public beaches and threaten marine life and almost every commercial fish stock is exploited beyond sustainable limits- it is estimated that the global stocks of large predatory fish have declined to less that 10 % of preindustrial fishing levels (Myers & Worm 2003).
