Thank you for the opportunity to submit these scoping comments on the National Marine Fisheries Service's Notice oflntent with respect to offshore oil and gas activities in the Arctic Ocean. We appreciate the opportunity to provide NMFS with critical feedback from the potentially impacted local communities of America's Arctic. These comments are submitted on behalf of the Alaska Eskimo Whaling Commission (AEWC.) As you know, AEWC is a non-profit organization representing the unique interests of Inupiat subsistence whaling captains in Northern coastal Alaska. AEWC represents the eleven bowhead whale subsistence hunting villages of Barrow
