The preferred alternative for Amendment 18 provides for an allocation of pollock that would be phased in over 4 years beginning with an allocation of 35 percent to the inshore sector and 65 percent for the offshore sector. Amendment 18 includes a Western Alaska Community Development Quota program that provides for an allocation of pollock to communities on the Bering Sea coast that submit a community development plan approved by the Governor of Alaska.
