Inshore processing plants include shorebased processing plants, all fixed gear catcher/processors, and all motherships and floating processing vessels that process groundfish in waters of the State of Alaska. The preferred alternative for Amendment 18 provides for an allocation of pollock that would be phased in over 4 years beginning with an allocation of 35 percent to the inshore sector and 65 percent for the offshore sector. Amendment 18 includes a Western Alaska Community Development Quota program that provides for an allocation of pollock to communities on the Bering Sea coast that submit a community development plan approved by the Governor of Alaska. Such a development plan submitted by the North Pacific Fishery Management Council will be reviewed for consistency with the Fishery Management Plan for the Groundfish Fishery of the Bering Sea and Aleutian Islands, the national standards of the Magnuson Text Bering Sea Alaska Aleutian Islands Unknown Bering Sea Pacific
