The current perception of the IWC is that the organization is deadlocked. Talks between the “pro-whaling ” and “anti-whaling ” members have reached an impasse, with neither side seen to be moving on contentious issues like small-type coastal whaling, whale watching, sanctuaries, small cetaceans and the always controversial Conservation Committee.
