This draft Recovery Plan for the Gulf of Maine (GOM) Distinct Population Segment (DPS) of Atlantic Salmon (Salmo salar) was prepared by an interagency writing committee composed of staff from the Northeast Regional Offices of NOAA Fisheries, FWS and the Maine Atlantic Salmon Commission (ASC). While the State of Maine provided recommendations for this plan, it was developed using federal guidelines and policies pertaining to recovery plans for federally listed species. Recovery plans are not regulatory or decision documents-- that is, the recommendations in a recovery plan are not considered final decisions unless and until they are actually proposed for implementation. Objectives will only be attained and funds expended contingent upon appropriations, priorities and other budgetary constraints. Nothing in this plan should be construed as a commitment or requirement that any federal agency obligate or pay funds in contravention of the Anti-Deficiency Act, 31 U.S.C. 1341, or any other law or regulation.
