The SSC is concerned that management based on gross taxonomic groupings will lead to a weakest link problem, where management will be expected to demonstrate "no harm" to species present in low and declining numbers. The development of ABCs and TAC for gross taxonomic groupings has the problem that species are grouped together that are neither ecologically connected, nor similar in their rates of productivity. This is a NMFS-wide problem that may need to be approached at a national level. The SSC recommends continuation of the current approach while a search is conducted for an alternative method.
