In the 19th century some missionaries working in Russia's Northern regions tried to create written languages for indigenous peoples in order to translate holy texts and publish religious propaganda. But they did not succeed to spread neither literacy nor Christianity/ The Soviet power intended to integrate the peoples of the North in its structures : in order to implement the new politics in the North it created a new social category of literate indigenous leaders who ere familiar both with their traditional culture and Russian and European literary culture. In order to develop mass literacy, written languages were created and taught in schools. By the mid-thirties a first group of intellectuals of the North emerged as well as the first authors writing in their own language. At first, the article presents the fascinating personality of the elder Tyko Vylka, who was educated before 1917. Follows an introduction of the first three Nenets writers and an analysis of their works. Nikolay Vylka was the first to be officially recognised as a writer. in his poems ans his short novels, he tried to conciliate traditional values with the new world. Anton Pyrerka is the first Nenets scholar; he is well known as a linguist and a folklorist but he has also written a semi-autobiographical novel about an orphan who finds his way in the world. Ivan Noho is the first writer in among the Siberian Nenets : he was a Party boss and the first Nenets playwright. Selles artiklis käsitlen neenetsi kirjakultuuri arengu kahte aspekti: kirjakeele loomist ja esimest märkimisväärsete teoste ilmumist. Mõned Venemaa põhja-aladel töötavad misjonärid olid 19. sajandil proovinud kirjutada põhjarahvaste keeltes õpetlike teoseid ning tõlkida Jumalasõna.
