The document identified the need for an MDO enabled operational division and Army units to conduct sustained operations in extreme cold weather. This monograph will consider the changing Arctic to develop future conflict scenarios to assess implications for United States Army units designated for operations in extreme cold weather. The monograph will also argue that the employment of multi-domain operations and changing environmental considerations will profoundly impact international security and the application of Army operations. Changes to the Arctic environment triggered by climate change will alter state and organizational behaviors, resulting in an increased propensity for conflict. It proposes that Russia and China, emboldened by increased access to Arctic resources, seek to position additional A2AD assets in the Arctic circle to limit US power projection into the region and capitalize on natural resources organic to the Arctic.
